Customize CS3 menus to Show All Menu Items all the time

Adobe Photoshop CS3

Operating Systems:

I recently installed Photoshop CS3 and I noticed when I select menu headings to display the menus, my menus are missing a bunch of options. Instead, at the bottom of the menu is an option to see all items. How do I get my menu bars to display all items without needing to select the Show All Menu Items option?

 

 

We encountered the same thing after our initial CS3 installation, that is, menu bars display only limited features with the option to Show All Menu Items, as shown in Figure A.
