I do a lot of photo retouching work on multiple layers and am wondering if there are any quick keyboard shortcuts to move layers within the palette, other than clicking and dragging them?

Yes, you can change the layer stacking order with a series of keyboard shortcuts. First, select the layer you want to move, and then use the keyboard commands listed in Table A to change that layer’s stacking order. These shortcuts are also listed next to the commands in the Layer menu. To access them there, choose Layer > Arrange.
